Hoshin Kanri (also called policy deployment) is a Japanese strategic planning methodology that aligns an organization's strategic goals with the actions of every team and individual. Developed by Toyota and widely adopted by lean organizations like Danaher, it ensures that breakthrough objectives cascade from senior leadership down through every level of the company, creating true organizational alignment.

The X-matrix (also called the Hoshin matrix) is a one-page visual planning tool at the heart of Hoshin Kanri. It connects four critical elements in a single view: breakthrough objectives (3-5 year goals), annual objectives, improvement priorities and metrics, and the teams or individuals responsible. The X-shape shows the relationships between these elements, making alignment gaps immediately visible.

Catchball is the two-way communication process used in Hoshin Kanri to build alignment and buy-in. Instead of top-down mandates, objectives are 'tossed' between levels of the organization — leaders propose goals, teams discuss feasibility and suggest modifications, and the dialogue continues until both sides agree on realistic, aligned targets. This process ensures that the people doing the work have input into the plan.

While both Hoshin Kanri and OKRs align goals across an organization, they differ in key ways. Hoshin Kanri focuses on a few breakthrough objectives over 3-5 years with annual milestones, uses the X-matrix for visual alignment, and relies on the catchball process for two-way goal setting. OKRs typically operate on quarterly cycles, use a simpler objective-plus-key-results format, and are often set more independently by teams. Hoshin Kanri also integrates PDCA (Plan-Do-Check-Act) cycles for continuous improvement, making it more suited to organizations with a lean or manufacturing heritage.
